Plot
Thomas gets into trouble with a policeman at a crossing for not having sideplates and a cowcatcher. The Fat Controller tries to argue the situation but nothing comes of it and he is out of ideas. Luckily, Thomas makes him remember Toby the tram engine, whom the Fat Controller acquires to run the quarry line. Thomas is initially jealous, but becomes friends with Toby after the tram scares the policeman.

Trivia
- The conversation on the telephone is really the scene with Thomas, his driver, the Fat Controller and the policeman sped up.
Goofs
- In a close-up of Thomas his wheels haven't turned yet. A second later, his wheels are turning.
- When Thomas' driver says "Rubbish, we've been along here hundreds of times" the brim of his cap is coming away.
- The words "Regular lawbreaker" were already written before the narrator said the policeman writes it.
- When Thomas puffs sadly away, Clarabel is facing forwards.
- When the Fat Controller talks to the policeman, the brim of his top hat has paint chips in it.
- Before Toby comes onscreen after frightening the policeman, the track he is on wobbles.
