Jenny Packard, known as Miss Jenny, is a friendly Irish woman who is the owner of the Sodor Construction Company, and takes responsibility for a number of the bigger building projects around Sodor. She took over the company from her father, who founded the company.
When she is pleased with someone, she compliments them with "You'd make a mother proud!".

- For some reason, Miss Jenny had a green shirt and blue trousers in the sixth season, the Sodor Construction Company spinoff series and The Great Discovery, but had a yellow shirt and black trousers in Percy and the Bandstand.
