Communications and Entertainment Limited, or CEL, was an Australian/New Zealand home video distributor in the 1980s. They were originally known as Publishing and Broadcasting Video. They released the first series and most of the second series of Thomas the Tank Engine & Friends on VHS in New Zealand in 1989.
